Usage
Increases each resource on the target unoccupied planet by 1-3 at random, per-resource. For example, the increase may be 1/3/2, or 1/1/1, or 3/2/1.
The planetary resources have been lifted
Notes
- Cannot be used on planets alerted by legion members, as these planets technically aren't "scanned".
