Most level 10 players put in what.... 2 days or so? Why should we have so many potential recruits being siphoned into dead end legions? If the minimum rank to create a legion were at least 50 (preferably 100) it would cut down on the hundreds of legions that show up one day and disappear the next week. How many players join one of these legions and think..." well this is dumb, i'll go back to farmville"?
RAISE THE QUALITY, NOT THE QUANTITY
More players will stick with the game in the long term and put more money in the developers pocket. Which in turn means more content for the rest of us.
Edited for grammar*

+1 to the idea. a rank required to start a legion would create less situations like the above.

Couldn't agree more... maybe even possibly the rank required to join a legion, unless by invitation. After a previous legion fell apart when the leader ran into account problems and could not access the game, and plans i had to invest money into the base, I decided to start my own, with a couple close friends. But in the roughly 2 weeks it's been active, i've had atleast 10 players join, rank 1-3 at most, play for an hour, and haven't returned since. After putting atleast 150 GP into the base and plans on alot more real soon, I question the value of even doing so, or just sticking to investing in my ship and planets for now.

True, I hadn't looked at it from that direction... was mostly thinking of personal experience, being the new members that went inactive mostly joined within 24 hours of starting the legion, had only assumed they simply requested to join the first legions they saw in the list, then after a few minutes decided it wasn't something for them, and just walking away from the game entirely.

Exacty, those are the people we want to stay and learn. But we shouldnt let any little kid with 4 hours to spare create a legion that will make other people hate the game. Make them put in some time first.

I'm sorry, but -1
had my friends and I been unable to start a legion together within a few days, we'd have left this game. We're still here after over a year~ some people have come and gone from my legion.
if people want to have a legion from day 1-2, then they should be allowed. No need to shoehorn them into existing legions or make them wait until rank 50+ as that'll drive away new players.
gotta look at it from both sides, not just the side that involves "It's so hard to recruit".

I'd like to see rank 100 min to start a legion with 1b start up cost and 500E way to many dead end legions pop up each one sucking potentially active players in never to be seen again.

Consider this: lv 10 can make probationary legion, which will NOT be listed on the legion list. And it can ONLY send invites to friends. This probationary legion will gain full legion status (able to be listed and invite non-friends) once the leader reach the required (increased) level.
So if a bunch of ppl joined together and want to play together, they can via probationary legion. But if someone just randomly start a legion for no particular reason, it will be useless until they reach the real start-legion level.

There's no reason a legion with 0% active members should exist. Start with deleting those and see how that helps solve the problem.
I'm not opposed to a rank limit to start, but some folks like to do their own thing, and for those who want to make a legion on their own, I say let them. If they decide the game is not for them, let them do that in their own legion instead of joining mine and not coming back. Then Dan deletes the inactive legion and life goes on.

I'd say remove 0% from any and all lists, but not delete them. It's perfectly possible that some ppl make a legion exclusive to RL friends. And being RL friends, they might take a trip together or something. You can see how that could go wrong, right? The problem with the random lowbie legions are NOT the starter of those legions, but the other newbies who seek legions might accidentally join one that will soon become dead. A lot of newbie might think that they are only fitting for newbie legions and that worsen the problem. That's why I suggested the probationary legion system, to simply remove this risk while allowing a group of friend/family to play together exclusively if so they choose.

Look at it this way, it gives legion leaders the opportunity to message the single member legions to join them.

I agree that players should be free to do what they want, but at what cost? There is already a minimum rank for an obvious reason. Can you imagine the chaos if you could start a legion at level 1? Why not raise the standard a bit and have it benefit the whole community instead of just players who think "wouldnt it be cool to have a legion named _______", and then never bother to develop it? People will still be able to do the same thing only they may have to play for a week or two first. Most MMO's have high restrictions on creating a guild/fleet/legion, why should GL be any different? It also saves the developers time in that they wont be looking through the inactive list nearly as often. Most of these new players join a legion, see no comm activity, have no idea what the real fun of the game is, and give up so they can go back to something more familiar.

I did play another game, gang wars & racing ... something like that, where when you signed up for an account, you were automatically placed in a gang. You did have an option to leave and join another, or stay if you were happy.
