As a suggestion, If we could get everyone to apply their philteries just on ust scan boost days, it would help. Cooldown is 60 hrs so should be achieveable.
That way, if you open your prismatic to apply philtery and do not get the higher bonus, opening it again later in that day should get it. ... you will then get that higher bonus until the next scan day.
As long as one leader in each legion remembers, they can add a reminder to the LA. maybe just prefix LA with "philtery day:"
