No I don't think that's possible, the damage cap means there is a minimum number of hits to kill stuff. Let me break it down:
xp per hit is 8-13 , averaging 2.1 xp / energy. That is the base xp.
Shadow: Rank 10 = max 25 damage per hit, total health 90 = 4 hits min = 20 energy. kill xp: 20 = 1.0 xp + base(2.1) = 3.1 xp ratio.
Banshee: Rank 15 = max 38 per hit, total health 110 = 3 hits min = 15 energy. kill xp: 20 = 1.33 + base(2.1) = 3.433 xp ratio.
Shade: 20 energy minimum, 20 xp = 1.0 + 2.1 = 3.1 xp ratio
Phantom: 20 energy min, 25 xp = 1.25 + 2.1 = 3.35 xp ratio
Wraith: 15 energy min , 25 xp = 1.66 + 2.1 = 3.766 xp ratio
Revenant: 10 energy min , 25 xp = 2.5 + 2.1 = 4.6 xp ratio
If they all spawn equally, then the maximum possible average is 3.558 xp ratio. If it's rank based, and you get the Revenant at high ranks, then it's 4.6. You tell me its random.
The highest xp multiplier is 1.1(rsl) * 1.15(neural) * 1.1(human) = 1.3915, therefore the max effective with only revenant (impossible, other non zolazin stuff spawns) is 6.4, and with random zolazin spawns, 4.95 for the zolazin portion.
3.558 base xp ratio is inferior (as a portion of the npc mix) to keep the zolazin mission active, if compared to other optional mission npc like the data analyzer, chron shifter, or drannik archivist (depending as it's matched). However, they ARE very easy to kill based on their attack and defense, so they minimize hull damage. It's not clear what their spawn rate is. If they spawn mainly the smaller ones, then they definitely have a lower xp ratio and would lower the npc mix xp ratio.
