In an attempt to upgrade to level 3 base it says 250 Tech Parts where might I find these. Nobody in the legion seems to have these either. Can anyone help me with this?

So, I'm piggy-backing off this topic. I've read the list of items that you can get parts from, but as I am still new, I'm not sure which are the best. So, in your opinion, which are the best items to scrap for parts and why? Thanks.

really depends on your level....

first, you (almost) never want to use an item you obtained from a mission... they're (usually) irreplacable
instead you'll want to use items obtained from npcs....

in my case, my favorite is the Harmonic Gigapulsers... 29-58 CTP per scrap.... and the random number generator tends to love me when i'm scrapping an item for ctp... i often get the high end of the range... Harmonic Gigapulsers are obtained from Stalar Command Centers (and at my lvl, the 58 CTP is well worth the energy spent)

So supposing you're a legion full of people under level 100, trying to upgrade your base with 250 complex parts? Do you just wait until you're higher levelled and can farm? Because the extra 500% base production is very enticing.

in that case, just put at least 50 scan on your ship so you can see Rogue Tech Collectors... 1-2 CTP per kill...
encourage everyone in your legion to do NPCs as much as possible
encourage everyone in your legion to share elites/bosses if they find any

you can also trade Ku or EM for CTP....

there are a few trading groups on facebook including the galaxy trading post and the ctp store. the going rate is 1 ctp = 10 kurenite = 100 exotic matter.
