Problem was, I never mentioned proficient. Anything less than going all out typically means you're bait - this coming from the guy who, according to Galaxy Pub, apparently is the highest strength ship for his rank class.
First, we need to discount that you are Zolazin. Can anyone become Zolazin? Yes! But since cloak determines whether or not you can even TRY to hack in the first place, it skews the matter a bit for a person of every single other race.
Second, the problem is most people, with a bare minimum of a few NPC and mission modules may be able to hack 1-3 people per battle tab. That's typically how it works for me unless I want to blow a few artifacts to bring them down. And this is really only rank 300+ where you begin to have enough deck to branch out into other, less-necessary modules.
Second, while you might be able to hit the PvP'ers for your single hack of a few hundred RP (maybe) every fifteen minutes.. well, they PvP. You're about to be hit for a potential 200M, plus containment cage for any debuffs. That's pretty badly skewed.

Problem is damage can be applied to a wide variety of things that offer vastly superior rewards. And Hell, I'm a Konqul so I get a +20% damage boost! But NPC's, Bases, Players, all of these give much, much better rewards than a few blue badges. And damage - hacking is not the same whatsoever. Hacking is Pass/Fail, and typically you have an excellent chain to pass. Even I do, with a bare minimum of stats. Damage however is additive, and since NPC and Bosses only need so much damage in order to lock, the potential +600 boost is enormous for many players, typically being a 10-50% boost when you get all four.
Meanwhile, after .. what.. 416 blue badges, that's 104 hours of hacking without a time manipulator (With a fifteen minute break, not counting your failures, between each hack) .. you get.. what. A better chance to hack. And by then, why would you care about hacking? Quad frames? Meh. And if you have 416, chances are you probably have the statistics to be guaranteed a hack.
Fact is hacking is incredibly broken.
