so
cost at 90% invasion chance should equal colonization cost +10%
cost at 50% invasion chance should equal colonization cost +50%
cost at 10% invasion chance should equal colonization cost +90%
cost at 1% invasion chance should equal colonization cost +99%
(currently, cost at any invasion chance equals colonization cost +100%)
that way you still have to pay almost full invasion cost if you're going after a very tough target
it would encourage more defense on planets, discouraging cloak, causing fewer missed planet scans from cloaks
