Yes i have 824 tacticals. And i have 8 Heavy antiproton's on, will be switching to 8 Heavy null's soon, for an extra 400 attack.

Heavy Nulls will last you for ages. Upkeep is better spent on defence and hull. I'm rank 371 and I've been using Nulls for the last 150 ranks. Not had many issues.
Save helmsmen for the CT lab design. Same for XCharge cells. You'll want (in my opinion): Priority: 8 Heavy Nulls,3 Top reactors, 4 Top relays, 5 Top hulls, 4 Top defences Important: Dominion cannons, any % boost modules, NPC drop weapons, cores, hulls and defences. Also good to have: Around 500 Scan and cloak is plenty for now. DON'T use Decryption quadframes. they're very inefficient. Get your scan/cloak from dual purpose modules (eg Stryll transponders (20 defence and 20 scan), Kronyn anomaly engines (40 defence and 25 cloak)). Next Priority: Try to put on the other 4 defence modules, and any NPC drop shield modules
Planet-wise: Mining: VL toxics are King. They can be improved up to 16X mega rich, giving well over 500 MP/H each. Besides those, VL EX rich volcanics are good for deamon planets, and Masssive or better metallics with Very rich or better also serve in the short term. 15/60 of my colonised planets are mining, and I can cover my 2.5B upkeep with 500M change at least per day, after repairs.
Research: gas and oceanic are your best bet. Nothing below Very large Very rich or Massive rich should be touched. The Kronyn mission chain can give you an extra 300 scientists too.
Artifact: At your rank, almost any Terra is good. Oceanic, Desert and Icy also work well. Very large/very rich is the usual benchmark I use. As a general rule, anything average or smaller should be Pure production, with minimal defences (only on Mulitmega terras put some defence). Artifacts = Best because they give you defence, research, hull, shields, and rank points.
My advice overall: Take minings until you are covering your upkeep with an extra 500M-1B at least left over. then, do a 50:50 split between research and artifacts. rank 300 should be the point that you start to ignore research planets unless they're something special. ALWAYS go for quality over quantity. I have over 30 open planet slots because I'm not satisfied to take the rubbish planets left on my list. It's easier to find a good planet than to lose a bad one.

defence i am currently working towards maxing out thrusters and hull i will be researchinbg next tier in 3 or 4 days time when i finish researching wormhole relays, then the new ones will be installed!

My production rates are at the bottom, just work towards your race strengths and work on getting the last dark complex thrusters, take off scanning unless you NPC a lot as you won't really need, you can always just use a tachyon cylinder for the 'good' NPC's (harvesters/labpods/troop carriers), work in some overlays for the time being until you get trans temporal nacelles and you'll be heading in the right direction, also if you want to get your hull up work on the Mylarai chain, the 10% extra bonus from the 2 Kalvium platings will help a lot, I'm working towards them too after my current goals. Get your defence up to 3K if you can for now and PVP as much as you can for your dom mark 3's all 4 give a bonus of 600 attack and an extra 120 attack due to you being Konqul. You need to work on getting your artifact production up to 4K as soon as you can I'm working towards that myself, it'll give you more of a chance to get rescued prisoners.
