Thought about a NPC that drops rare artifacts that can be used for planetary events.
Rouge Analyst Enforcer Rarity: Extremely Rare
Description: "The RSL once created a blueprint for a ship that was abandoned long ago. Now, after experiencing planetary events on their planets, they found that the ship from the blueprint may have a positive long-term effect on their most productive planets. The ship, though well armed and armored for enforcement and engaging their enemies, is still in development and thus cannot escape ambush attacks."
Rank: Matched Shields: Extremely High Hull: Very High Attack: Extremely High Defense: Moderate Cloak: 300
Reward: 125 XP (100%) [One of the three] 1. Event Permit (65%) - A permit used to start a planetary event on one planet (Extremely rare chance for permanent events). Cannot be used on a planet with an event ongoing (Including permanent events). Energy Cost: 25 2. Enforcer Probe (30%) - A probe designed to enforce planetary event(s) on a planet. Makes an ongoing temp. event last 50% longer depending on how much time is left. Energy Cost: 25 3. Analysis Documents (5%) - Detailed documents about planetary events. Makes an ongoing temp. event permanent. Energy Cost: 50
This may be overpowered since it has to do with planetary events, but the NPC rarity and the drop rarity should make up for it. Any thoughts?

It's not too bad with OP. Though that last one would have to be about 5% chance to get in order to remove the majority of the OP.
Otherwise I like it.

considering the ship, if on same rarity as troop carrier, would only give as many AD as carriers would give QSE, it's not rly that OP make a temp event permanet vs +1 size... about the same rly. and QSE is a bit more flexiable so~
I think the item is fine, if nerfing is needed, maybe drop AD chance a little, but I say keep it, seems like fun.
thou on a side note, it should only work on random occuring events and not invade/colonize specials. And perhaps limit to 1 per planet (so if ur planet rolls another temp, u can't make 2 perma)

i like it make the enforcer probe extend time by a week tho otherwise its not so useful the event permit would need to be restricted to non reality transfuser permanent events tho such as lush biosphere void shell and the subterranean caverns

But the question is, is that event on your dyson worth extending? If not, don't use it. If so, oh well. Use it and move on or save it for next time.

Back to the OP, this is a great suggestion, well thought out as it's balanced in rarity and drop rate. Overall I think it would be a nice accompaniment to the relatively new event system.
