This NPC is designed for both dilution of the post Rank 2200 pool, as well as bringing back a necessary scan boost artifact.
Plus it also adds something new.
Stryll Communications Array
Elite / Extremely Rare
*Shareable to Ranks 900 - 5000
*Rewards Top 4 Damagers
--------------------------------------
*Stryll infection (will sometimes infect attacking ships, stealing 50 energy and lowering their attack by 50%, This effect stacks)
*Stryll Disruption (Will sometimes disrupt the systems of attacking ships, lowering defense by 20% temporarily)

Shield = 500000 Hull = 300000 Attack = 150000 Defense = 50000 Cloak = 3000
--------------------------------------
Rewards:
*Stryll Seeker - 10% Scan Boost(Lost at Rank 1200, needs replacing).... 25%
*Stryll Cloak Plating - Ship Module: Size 25: Cloak +80 Def +50(Upgrades 25% with each additional mod to 500%) - 40%
*Stryll Harmonic Blueprints - These rare Blueprints contain specific details of how the Stryll protect their vessels, but given the Stryll mindset, they will not last long. - Grants a 20% Shield Boost for 2 Days - 35%

Definitely a fan of the continuation of the stryll NPC series, of course
I also like the idea of new NPC's which encourages more elite sharing and cooperation between <2200 and >2200 rank ships within legions.

- Bio-Signature Scramblers (Current Cloak:Size Ratio of 2.273
)
- Stryll Confinement Chambers (Current HP:Size Ratio of 5.000
)
- Stryll Transponders (Current Scan:Size Ratio of 2.000
)
Stryll Schematics - Permanently upgrades a select Stryll Module (Bio-Signature Scramblers/Stryll Confinement Chambers/Stryll Transponders) on your ship at random, increasing its fixed stats by 25% and its Value/Upkeep by 50%, up to a maximum bonus of 100% per module.

Perhaps if the modules could upgrade to 300% @10% each time, this would add a longevity to the drop, but i would like to see them have a use after the upgrades are complete too.

It's just taking Clangeddin's idea a step further, in hopes of making fairly worthless items, from the game's early days, at least reasonably viable.
