Hi , was thinking about a new planet artifact - it could be a reward in a new mission chain so there is a limit of 10-15 of them , or it could be something you have to research in the lab .
planet cloning barracks , size 2 , ability : must be targeted and destroyed before attacking planets population or it will randomly regenerate planets population back to full . So like the repair drones except for a planet .
Thoughts ?

Perhaps also reduces QBV effect by 50% (so the QBV only reduces 25% pop).

Not a bad idea at all. I like the concept as well, of having to target a structure on the planet before you can hit it. This idea could be extended to include other structures.
One question though, would it be possible to sab it, or can it only be destroyed by targeting it?

No, you wouldn't be able to sab it. My question is, by "destroy" do you mean destroy destroy, or just disable destroy? Because if the thing is gone after being targeted, there's a lot of time and energy wasted...

Similar to a CT Lab artifact it would take xx A, xx B, and xx C to restore.

Since we're thinking of giving it the ability to reduce the impact of a relatively rare arty, it should need something relatively rare to "repair". Exotic Matter, Complex Tech Parts, or Badges come to mind.
I'd +1 this idea.
