right now, actions mean nothing more than a badge of honor or bragging rights. it provides a slight amount of protection for passive players but does nothing to the offensive players; they can continue "harassing" other players as much as they want.
proposal:
when a player has 0 or less actions available in a category, they are prohibited from making said offensive action. for instance, player has 0 raids, -2 hacks, 3 disables. said player cannot hack or raid other players, but they can still disable others.
adding this one factor can introduce a necessary balance to pvp and also provide a different degree of strategy to the game instead of "hulk smash graaaa!"

So you're suggesting that if someone gets disabled 3 times (base) he's not allowed to fight back?? Big negative 1 on this idea... Those action numbers are what can be done to you not what you can do to someone else.

if you're getting disabled 3 times, you screwed up. if you think of it on a solo aspect, yeah, it sucks. think of it on a legion-wide basis. if someone is causing trouble for you or your legion, wouldn't you like a way to fight back and keep it from happening?

Somebody posted this before, and nobody agreed, for exactly the reason Darth Flagitious mentioned, and others. If somebody is down to zero actions they wouldn't be able to do anything to increase those actions, so they'd just have to sit out for a day. The action count wasn't meant to do anything to offensive players, it was only meant to protect players from harassment. Offensive players can't overly harass other as much as they want, like you said, because those other players will have low action counts and be safe.

You're contradicting yourself; if someone is causing trouble for your Legion, say by disabling everybody three times, then you can't fight back, but they can keep on going because they have a high action count.

Playing dead doesn't exactly qualify as "fighting back and keeping it from happening". As I said, what you're suggesting could easily make it impossible to fight back, if they hack you to zero you can't hack back, and if you play dead you can't very well disable him. I vote for it staying the same.

I can see why this suggested. The action count is there to protect passive players. You should be attacking multiple people, not trolling.
